Dr. Frank recieved his Doctorate of Optometry from the Pennsylvania College of Optometry and spent time as the Chief of Frankford Hospital Content Lens Clinic. Dr Frank became the owner of the Children's Eye Center in Wilkes Barre Pa.

Dr. Frank has been practicing Optometry and providing individual eye doctor tests for over 30 years. He is renowned in the local area for providing his services in the Optometry Department at Sugerman's Optical and Northeast Eye Institute
